Police Collective Bargaining and Police Violence

This report is intended to serve as a resource for activists, advocates, labor leaders, government officials, and anyone else who seeks to increase accountability for police violence without undermining the right to collective bargaining for public sector workers. We offer recommendations in three areas:

(1) Expanding transparency and public engagement in the collective bargaining process

(2) Reforming the scope and process of collective bargaining

(3) Reforming procedures for arbitration of disciplinary actions
