Read below for a letter from Michelle Miller, CLJE’s Director of Innovation and Cynthia Conti-Cook, Director of Research and Policy at Resistance Labs, who together played a role in advising SEIU Local 688 President Steve Catanese on the implementation of generative AI in the workplace.
On March 28, 2025, SEIU Local 668 President Steve Catanese joined Governor Shapiro to announce a groundbreaking partnership with the state on the implementation of Generative AI. SEIU 668 represents state workers in social services and benefits provision for the Commonwealth. This partnership, as outlined in a letter from Governor Shapiro, includes the formation of a worker board that will oversee implementation of Generative AI tools.
Other important protections:
- No end date on the agreement, with an eye toward ongoing negotiations beyond the term of the Shapiro Admin
- Definition of a public worker as a person; Definition of Gen AI as a tool
- Strong Human-in-the-Loop protections with humans at every step in the process, not just the end point.
- Safeguards against and monitoring of disparate impacts related to bias and discrimination of protected classes
We are proud to have played a background role advising President Catanese and Local 668 on this process, and we’re hopeful that it can be a blueprint for other locals to build even more protections.
